How to read these dates
A tithi is a lunar day: the time the Moon takes to move another 12° ahead of the Sun. Purnima is the 15th tithi of the waxing half and ends at the exact full moon; Amavasya is the last tithi of the waning half and ends at the exact new moon. A tithi lasts between about 19 and 26 hours and begins at any time of day, so the tables give its start and end in IST rather than a single date. Each observance then has its own rule: most fasts follow the tithi at sunrise, Sankashti and Karwa Chauth are kept on the evening when the Moon rises during the chaturthi, and some festivals look at the evening. Your family panchang may therefore list a Purnima vrat a day before or after the date on which the tithi ends.
Month names follow the sign the Sun enters during each lunar month (Lahiri ayanamsa). Purnima names are the same in both systems. For Amavasya we give the purnimanta name used in most of North India, with the amanta month (Gujarat, Maharashtra, Karnataka, Andhra Pradesh, Telangana) beside it.

Sankashti Chaturthi 2027, with moonrise in Delhi
Sankashti Chaturthi is the chaturthi of Krishna Paksha, and the fast is broken at moonrise. It is kept on the evening when the Moon rises while the chaturthi is in force, so in another city it can fall on a different date, and the moonrise time certainly differs. The Sankashti of a Tuesday is Angarki Chaturthi.

Why does a Purnima sometimes appear on two days?
A tithi lasts between about 19 and 26 hours and can begin at any time of day, so it often touches two calendar dates. Each observance has its own rule for the day it is kept: the tithi at sunrise for most fasts, at moonrise for Sankashti and Karwa Chauth, in the evening for some festivals.
Is Purnima at the same time all over the world?
Yes, a tithi begins and ends at the same instant everywhere; only the clock time changes. The calendar date can therefore differ between India and, say, North America.
How we calculated this
Positions of the Sun and Moon from Astronomy Engine; tithis from the Sun–Moon elongation; months by sidereal sankranti with the Lahiri ayanamsa; moonrise for Delhi (28.65° N, 77.23° E). Checked against panchangbodh (New Delhi: tithi times to the minute) and Drik Panchang (New Delhi: tithi times within 2 minutes; all twelve Sankashti dates of 2027). Public holidays from the Government of India’s 2027 holiday list.
